Sonneur was designed by Edwin Hermann. It is a well-featured web-based virtual ringing program that allows remote ringing with fellow bell ringers or individual practice, with the software automatically ringing one or more bells. 

Sonneur is housed on servers in the UK, USA and Australia. You can go to the one nearest you and explore the Demo Version by following one of these links. For the full version, a subscription costs £9 per year.
